About

Fisheries observers play a pivotal role in scientific marine conservation and the sustainable management of fisheries resources worldwide. These professionals are effectively the state ‘eyes on’ fishing vessels, ensuring compliance with conservation and management measures while collecting vital scientific data. Their primary responsibilities include monitoring compliance with fishery regulations, collecting scientific data, and compiling information to better understand if harvesting practices are environmentally sustainable. 

Noteworthy, is that they can often work alone onboard and out at sea.

Nevertheless, these professionals operate under challenging conditions and face numerous hazards accentuating the need for their professional recognition, their safety and welfare with the support of governments and employers both at sea and on land. Despite their pivotal roles, there is often an ongoing challenge in understanding and balancing their scientific and enforcement responsibilities.

This Briefing Note explores the multi-faceted responsibilities of fisheries observers. It provides an insight into the multifaceted role of a fisheries observer, their safety, welfare, and the challenges inherent in this profession. It further explores generic examples of the kinds of work an observer could undertake in terms of scope and presence in maritime regions around the globe.
